without Encode a test is skipped, of course the weakest
But the test is really crazy, it specifies:
if ($Config{'extensions'} !~ /\bEncode\b/) {
print "1..0 # Skip: Encode not available. \n";
exit 0;
}
So this is something the user can never repair?
